Overview

This Addendum formally updates the Planning and Building Approval Regulations (PABR) by removing the Norme Française (NF) / French Code from the list of approved design and fire safety standards applicable within Eko Atlantic City.

Purpose of the Addendum

The amendment is intended to standardize the regulatory framework and ensure that all design, engineering, fire safety, and compliance submissions are based on approved English-language international and national standards. The recognized alternatives now include the International Building Code (IBC), British Standards (BS), National Fire Protection Association (NFPA), Eurocodes, and any other code expressly approved in writing by EACML.

Effective Date and Application

The Addendum takes effect 26 August 2026 and applies to all new submissions made on or after this date. Projects that had already received Preliminary Design Approval (PDA) or Final Design Approval (FDA) based on the Norme Française (NF) before the effective date may continue under their previously approved basis of design, unless otherwise directed by EACML.

All stakeholders, consultants, architects, engineers, and developers are required to ensure that future submissions comply with the updated requirements and do not use the Norme Française (NF) as a primary or alternative compliance code.
